This session provides an indepth overview of Wollongong City Councils foster care programone of the largest and most successful models implemented in Local Government. The presentation will guide participants through the development and rollout of the program, including the key steps involved, lessons learned, and the challenges encountered along the way. Attendees will gain practical insights into managing program risks, establishing strong governance and support systems, and ensuring consistent animal welfare standards across a large network of foster carers. The session will also highlight the positive operational and welfare outcomes achieved through fostering, offering a clear framework that other councils can adapt when establishing or expanding their own foster care programs.

Presenter: Daniel Kennedy

Daniel has dedicated 17 years to Local Government, primarily in leadership, compliance, and animal management and care roles. In December 2023, he was appointed as the Project Director for Animal Care & Impounding Services at Wollongong City Council. In this role, Daniel is responsible for implementing the Council’s newly established Animal Care & Impounding Service, which includes setting the strategic direction for the next 3–5 years.
